Rules for the 2011 adidas Thunder United Classic

Standard FIFA/USSF rules of the game shall apply accept as specified.

Eligibility:
The tournament is open to all USSF teams that are currently registered with their State Association. Teams must be playing in league play within their state association. No all star teams permitted. There will be a maximum four guest players allowed per team. All players must have a USYSA membership pass to participate. Guest players must also have USYSA passes. U14 teams are not permitted to use trapped 8th graders as guest players, but they can play is on original roster. Teams must be in good standing with their State Association. Roster Size is 14 player maximum for U9and U10 and 18 player maximum on U11-14.
Teams outside of Ohio South must have travel permit and send to tournament director by 8/26/2011.

Trapped 8th graders U15:
U14 teams may use up to three U15 players that are on the original roster. U15 players are not permitted to play as guest players. (Trapped 8th graders, rostered to a team may play)
Players are permitted to play up in age groups but may not be rostered on more than one team.

Substitutions:
Substitutions may be made with the consent of the referee:
Unlimited, players must be at half line when entering game and receive permission from Referee before entering game
? After a goal
? Before a goal kick
? Before any throw-in (referee will deal with this as possible misconduct if gamesmanship is being used)
? At halftime,
? In case of injury or extended stoppage of play
? After a player is cautioned? The cautioned player may be substituted at the official’s discretion

Players bleeding must be removed from the field and attended to and may not reenter until bleeding is stopped and cleaned off of uniform, and permission is granted by referee.

U11-U12 8 v 8 30 Minute Half 30 Min. 4
U8-U10 6 v 6 25 Minute Half 25 Min. 4

Standings: 6 Team Brackets
In the 6 team brackets, teams will play the two teams within their division. The first place team from Division "A" will play the second place team from division "B" in one semi final and the first place team from division "B" will play the second place team from division "A" in the other semi final. The two winning teams of the semi finals will play in the finals. The two third place teams will play each other. Standings will be decided with the following format. Teams will receive 3 points for a win and 1 point for a tie and zero points for a loss. The following guideline will be used for determining teams that advance.
1) Team with most points
2) Head to Head results (If three teams are tied go to #3).
3) Net Goal Differential (3 goal Max. per game)
Examples 5-1 score is +3, 2-1 score is +1.
4) Fewest goals allowed
5) Penalty Kicks (FIFA Laws apply)
Semi Final and Final Matches that end in a tie will NOT play overtime but will go directly to Penalty Kicks.
There are no protests permitted. Committee’s decisions are final.
Standings 8 team Bracket
Teams play three games against teams in their division. Division winners will play in Finals. Points based on the above format.
Teams must have a minimum of 7 players to begin game. A 10 minute grace period will be given prior to the start of a match. As soon as team has seven players the match will begin. Failure to complete a match will result in a forfeit. No team forfeiting a match can advance to the finals. The score for a forfeited match will be 2-0.

NO PETS PERMITTED AT PARK (CITY ORDINANCE)

Please advise your parents to leave their pets at home. Dogs are not permitted at the sports complex during athletic events.

Code of Conduct:
Any player or coach that is red carded shall be suspended for a minimum of one additional game or more as determined by the conduct committee.

Inclement Weather:
Each team contact will be required to sign a lightning Policy form before playing its first match. The Lebanon Sports Complex is equipped with a Thor Lightning Detector and detects lightning within a certain distance. When the alarm sounds everyone is required to go to their vehicles. Do not go under shelters or tents as these are not protective from lightning. Please go to vehicles and wait for all clear signal which is three blasts from the siren. Please stay in vehicles and do not permit players on the grass to run around. The usual time for the all clear is about 20 minutes after last lightning strike. Head coach only should check with Headquarters for instructions on resuming play.
The tournament committee shall have the authority to make the following changes if necessary.
1) Shorten games
2) Terminate any game in progress. Games terminated after one half of play due to weather will be considered official.
3) Cancel any or all games if necessary. adidas Thunder United Metro FC, OSYSA, LYSA, City of Lebanon or Tournament committee is not responsible for expenses incurred by cancellation of games.
4) If unable to play final matches, co-champion will be declared.

There will be no refunds of any fees due to partial or complete cancellation of tournament.

Home team is responsible for changing uniform in case of conflict. First team listed is the home team. All game balls are to be supplied by the tournament. If not available, Then the home team provides

6V6 RULES
Officials
U8 and U9 will play with a single official. U10 will play with a three-man system. FIFA offsides rule will apply at U10 level.

Offside - U8 and U9 ages, only:
For a player to be offside he/she must be in a "flagrant" offside position and trying to gain an advantage from such offside position, when the ball is played to him/her. Specific circumstances shall dictate the Referee's call. For example, a Referee might decline to consider a player offside if he/she was making a run that resulted in being in an offside position by two or three steps. However, a player continuously two or three steps in an offside position could be construed to be trying to gain an advantage by being there and be called offside.

Goalkeeper kick,
An indirect free kick is awarded to the opposing team at the center spot on the halfway line if a goalkeeper punts or drop kicks the ball in the air from his/her penalty area into the opponent's penalty area. The restart is subject to rules applicable to an indirect free kick. The ball will be considered in the penalty area if, on the fly, it lands anywhere within or breaks the plane of the line enclosing the penalty area and then lands therein or is touched therein by a player from the opposing team.
